Industri maritim semakin pesat membangun, sejajar dengan ini satu faktor yang amat memperngaruhi kestabilan industri ialah SUMBER MANUSIA atau ANAK ANAK KAPAL(AAK). Faktor ini perlu untuk memastikan industri berada didalam keadaan yang sihat dan kadar keselamatan industri bergantung juga kepada kecekapan dan sikap ANAK ANAK KAPAL(AAK). Mengikut kajian ramai dikalangan (AAK) masih lagi kekurangan pengetahuan dan kecekapan samada pengetahuan ICT dan Komunikasi.

Setiap kapal pada masa kini dilengkapi dengan satu program yang dipanggil "Sistem pengurusan fleet" Ia adalah satu teknologi "PAPERLESS" tanpa kertas yang memusatkan pengurusan dan pentadbiran sumber manusia,kewangan,penyelenggaraan dan operasi sebuah kapal. Masih lagi ada yang kurang peka terhadap program ini dan tidak sepatutnya memandang remeh. Kemungkinan juga mereka kurang pengetahuan didalam dunia ICT atau tidak mempunyai inisiatif untuk belajar.

Masalah kedua ialah komunikasi diantara AAK dan petugas di Pejabat. Mengapa ianya berlaku?. Ini disebabkan oleh batasan pergaulan yang tidak terzahir. Rasa rendah diri dikalangan AAK dan konflik pemikiran yang berlainan menyebabkan satu dinding yang tidak terzahir terbina. Kurang inisiatif dari pihak pengurusan untuk mengatasi masalah ini.

Pengambilan pekerja negara asing(Alien Worker)- didapati ada diantara mereka boleh memperolehi pengiktirafan kelayakan dengan hanya membayar USD100 sahaja. Terus teranglah ini secara langsung telah melemahkan sistem kecekapan dan akan memberikan impak yang kurang sihat kepada industri.

PROJECT ENGINEER:

Kapal Aux.TLDM BM5 a.k.a Bunga Mas 5


MISC Berhad, dengan kerjasama Tentera Laut Diraja Malaysia (TLDM) dan Majlis Keselamatan Negara (MKN), telah berjaya mengubahsuai kapal kontena Bunga Mas Lima kepada sebuah kapal Auxiliary TLDM bagi tujuan mengiringi dan melindungi kapal-kapal MISC yang melalui Teluk Aden.

Bunga Mas Lima, sebuah kapal kontena bersaiz 699 TEU, merupakan kapal dagang pertama di Malaysia yang diubahsuai sebagai sebuah kapal Auxiliary TLDM. Kerja-kerja pengubahsuaian telah dijalankan oleh Malaysia Marine and Heavy Engineering Sdn Bhd (MMHE), anak syarikat MISC, di limbungan kapal MMHE, Pasir Gudang, Johor.

Projek pengubahsuai kapal Bunga Mas Lima telah diusahakan berikutan insiden rampasan dua kapal MISC, Bunga Melati Dua dan Bunga Melati Lima. MISC, TLDM dan MKN telah berkerjasama menyelesaikan kedua-dua insiden tersebut. Sejak insiden rampasan Bunga Melati Dua dan Bunga Melati Lima, TLDM telah melancarkan OP FAJAR iaitu misi menyelamat, mengiringi serta melindungi kapal-kapal MISC yang melalui Teluk Aden. Sehingga kini TLDM telah menghantar lima buah kapal iaitu KD LEKIU, KD SRI INDERAPURA, KD MAHAWANGSA, KD SRI INDERA SAKTI dan KD HANG TUAH dalam menyokong misi tersebut.



Melalui pengoperasian Bunga Mas Lima, kapal tersebut akan dikenali sebagai Kapal Auxiliary TLDM BM5. Sejajar dengan perkembangan ini, KD SRI INDERAPURA yang kini bertugas di Teluk Aden akan kembali ke Malaysia pada bulan Jun 2009.

Berdasarkan undang-undang antarabangsa, kapal auxiliary adalah kapal selain dari kapal perang yang dimiliki atau di bawah kawalan pemerintahan tentera. Ianya dioperasikan oleh kerajaan dan diberi keistimewaan sovereign immunity.

Kapal Auxiliary TLDM BM5 dianggotai oleh krew MISC dan anggota tetap ATM. Kesemua krew MISC telah diserap sebagai anggota Pasukan Simpanan Sukarela TLDM (PSSTLDM) dan telah menjalani latihan asas ketenteraan. Krew MISC akan menjalankan urusan navigasi dan senggaraan terhadap kapal manakala pegawai dan anggota TLDM yang berada di kapal pula bertanggungjawab bagi semua operasi yang melibatkan keselamatan.

Bagi MISC, projek pengubahsuaian dan pengoperasian kapal Bunga Mas Lima membuktikan komitmen syarikat tersebut terhadap keselamatan para pekerja serta kapal-kapal MISC terutama dari segi ancaman lanun yang semakin meningkat juga membahayakan operasi MISC di Teluk Aden.

Bagi TLDM pula, konsep pengoperasian Kapal Auxiliary TLDM BM5 merupakan salah satu kompenan penting dalam merealisasikan hasrat dan impian negara khususnya Angkatan Tentera Malaysia yang mengamalkan konsep Pertahanan Menyeluruh (HANRUH) seperti yang terkandung di dalam Dasar Pertahanan Negara.

Majlis pengoperasian Kapal Auxiliary TLDM BM 5 telah diadakan di limbungan kapal MMHE di Pasir Gudang hari ini bagi meraikan kejayaan projek pengubahsuaian Bunga Mas Lima. Turut hadir di majlis tersebut adalah Datuk Dr. Abdul Latif bin Ahmad, Timbalan Menteri Pertahanan Malaysia, Laksamana Dato’ Sri Abdul Aziz Haji Jaafar, Panglima Tentera Laut dan En. Amir Hamzah Azizan, Presiden/Ketua Pegawai Eksekutif, MISC Berhad.

Recession and Recovery

Current recession really hit us all. Hundreds (if not thousands) seafarers loose their jobs as well as our national shipping line. Daily economic reports become my major concern while listening to news radio. When this disaster will go..?, When will the stock market will recover…? Thousands of questions of uncertainties. Off season football transfer window no more catch my attention. Ronaldo and Teves news make me feel need to gag. But, maybe it’s was a good news for Liverpool too.

Situation change suddenly. I’ve got a really good offer from BP Ship’s Care as Flotilla Engineer. Good enough for me whose quit sailing with only 4th Class COC. Big enough for shore base job with my diploma. Factory Manager may shock if they know how much I’ll get. BP Ship’s Care business becomes hit of the town. They’re boosting with more vessel will come to Labuan for resting. Cold laid up business make them uproar for new recruitment. Shipping business slump, ship doesn’t have cargo and head to Labuan for laying up. As simple as that. Looks like not everybody is suffering the recession.

This condition really affects me. Previously, we’re prayed for economic come back. My new jobs need the global economy to stay at current situation. News of recovery, stock price goes up or everything which is good for normal business means my position is in jeopardy. For how long I can keep this job?

Rezeki ada dimana-mana. I hope my gamble by accepting this job offer will come out with something. Manusia hanya merancang, Tuhan yang akan menentukan.
